Surveillance stings on fly tippers

A "SPY" is being hired by Burnley Borough Council and armed with state-of-the art surveillance equipment to catch fly tippers. The covert surveillance officer's unique remit will be more Secret Service than local authority, and conjures up images of hit BBC TV spy show Spooks. As part of a zero tolerance £347,000 crackdown on fly tipping, litter and dog fouling, the surveillance officer will use motion sensor cameras hidden underground, or in water, to catch culprits in the act. When the cameras are activated, the surveillance officer will be notified by a mobile phone alarm. He will then head immediately to the scene and download footage onto a laptop in a bid to identify the culprit. The scheme could swing into action as early as next week, with a planned sting' on an industrial estate in the town which is a fly-tipping hotspot. Council bosses are promising to hit offenders with a range of punishments, from warning letters and cautions, to fines and court action. Money raised from fines and court costs will be used by the council to pay for more clean-ups, enforcement and education programmes. Joyce Walkden, principal environmental health officer at the council, said: "The council has very little capacity for enforcement activity. "As a result, the borough suffers from high levels of fly-tipping, littering and dog-fouling. "There have been many successful initiatives to deal with these issues, but capacity has always been outstripped by demand, and efforts have always tended towards improving cleansing and clearance of waste. "While impressive in the short term, this solution does not tackle the root cause of the problem the perpetrator." As part of the clampdown, an enforcement team has been put together, including an environmental health officer, an anti-social behaviour officer, CCTV manager, covert surveillance officer, and a solicitor. The scheme will be paid for with cash totalling £347,000 from regeneration money. Mrs Walkden added: "The officers will deliver a sustained zero tolerance campaign, enforcing the full range of enviro-crime and anti-social behaviour legislation. "These new officers will be the missing resource." The scheme is expected to be given the green light at a meeting of the council's executive committee on Tuesday.  more...
